In terms of acquiring the upgrade components needed to upgrade your character, they are available all over Hyrule, including shrines, shops and even enemies. They're usually identified with an orange triangle or a gold circle symbol and are available in large numbers as you progress through. While they may appear randomly, there is a chance that obtaining certain upgrade components will result in quests that reward players with more.
It is also important to note that, even though the level of protection offered by each upgrade differs but it's the same across all upgrades and will always be superior to nothing. Magic items that are upgraded will cost twice the gold they would normally cost to create or purchase however they may provide additional advantages.

The majority of utility items give the player an advantage in navigation or boost a specific combat ability.
