Diablo 4 Item Upgrades
Item upgrades allow players to increase the level of equippable items such as weapons, armor, and trinkets to a certain level. You can upgrade items at any NPC that accepts the appropriate currency.
Upgrade components are inserted into equipment to offer bonus effects and attribute bonuses. These are mostly slot-restricted, but there are some universal upgrades.
Rerolling
A player is able to reroll an item upgrade in Diablo 4. This is done through the Level Up mechanic, which pauses the game and displays a list of four randomly selected upgrades. The player can select one of the upgrades and then continue the battle. Rerolling costs the same as a normal Level Up. Players must be careful to select the appropriate upgrade, as they won't know the new stats until the item has been changed.

But, this is not practical to implement because of how many layers of complexity are involved in the process of comparing. There simply isn't enough space in the UI to make it work.
An alternative solution is to write an application that will check the upgrade requirements of an item prior to allowing it to be upgraded. This is a great option for systems that have a limited number of items that can be upgraded and a minimal upgrade dependency. A sword can be upgraded from Sword+1 to Sword+2. Costs
Upgrades can boost the physical power of gear, its spell power, and health (for rings and armor) or add an additional bonus effect to it when it is in your inventory. You can either craft upgrade item components or buy them from vendors. They can also be looted or dropped from other players, on the Trading Post, or as an incentive. Upgrade components can be slotted into armor, weapons and trinkets. They can also be affixed to tools for gathering. However, most upgrade components are not able to be replaced or salvaged except with the help of an Upgrade Extractor. However, there are exceptions for glyphs that can be salvaged with the Black Lion Salvage Kit or Ascended Salvage Tool.
Upgrades to an item can cost gold or Dilithium depending on the item type. In addition, many upgrades require Flightstones and/or crests. The amount of Flightstones and Crests needed to upgrade an item is determined by the level of the item. Blizzard also sets a maximum level for upgrades. Upgrading to the highest upgrade level can be expensive especially when you're upgrading gear for PvE.
Item upgrades can also change the type of ammunition a weapon uses or size of the damage die change its operative or unwieldy specific weapon property, or alter the requirements for hand use. Some upgrades can even change a weapon's appearance.
Before making a choice it is important to be aware of the costs involved in upgrading an item. Spend your gold on rare items, and not on items of the common or magical level. These items aren't worth upgrading, and rare items will soon outclass them.
Ask your guild members for their opinion if you are unsure whether upgrading is worth the cost. You may be able to find better upgrades at lower cost. Upgrade your equipment as soon as you can because upgrades become more expensive with time. If you cannot pay for the upgrade, it may be best to hold off. This will allow you to maximize your potential.
