Upgrades to an item are a way to boost the stats of an item. Depending on the upgrade type it can increase an item's Mark Level or Rarity, as well as boost other stats.

Item Level
When an item gets upgraded, its stats improve in value. The value is the sum of all its leveled up benefits (attack magic attack, attack defense). Upgrades can be expensive depending on who you hire and what you do. This is due to the sheer number of perks that must be modified to upgrade an item.
The level of an item is a commonly used measure of power, and is visible on all item tooltips. It also serves as a gating requirement while waiting for dungeons, scenarios, and raids, as well as to limit the amount of PvP gear players can wear (since PvP is restricted to an lower level). Players can view their average level of item on their character sheet.
When deciding whether to purchase or sell gear players can look at the levels of the item. It's a sign of the damage and its quality. Comparing items from a vendor's stock can be done by using the level of the item.
On your PC, you can view the item level by pressing ALT or using the left stick on XB1 or PS4. The item will be displayed with its full description, including ilvl. You can also locate it by hovering over an item and typing in /itemlevel chat.
There are several theories about how the item level calculation is carried out. One theory suggests that the level of an item level upgrade is calculated using an equation that determines the worth of an item's stats really are. It is based on the fact that different benefits are valued differently and that gems in the sockets boost the value of the item. This process could result in a calculated value for the item's level, which is usually quite close to the actual Blizzard level of the item.
However, this isn't the only factor which affects an item's ilvl, because the level of the area the item is dropped into can change the value of its stats, for instance by adding a level to its haste rating or crit rating. Items dropped in higher-level instances will have a higher value.
Item Stats
Item stats are a big component of what determines the value of an item for players. The game uses a variety of them in various ways to encourage players to use multiple weapons, and also to stop one weapon from being "the most effective." The base stats of a weapon are enhanced by the weapon's stat modifications that are in turn enhanced by the player's level.
Item upgrades add to that by increasing certain stats on the item. The costs for upgrades are determined by the rarity of the item. For example, a grey or white item will only be upgraded once, whereas items with rare levels will be upgraded multiple times, at higher costs.
Another method of altering the stats on an item is through affixes. They are stat boosts that can be added by the player to an item. The affixes can be used to give items additional damage or other special abilities (such as the ability to revive dead or reduce cooling downs) or to make them unique by adding a name.
All affixes can be re-rolled at the moment by selecting them in the upgrade window pressing the green button. This procedure will cost the player a specific amount of gold and other items that can be used to add to the upgrade item gauge in the same manner as the other rerolling options.
In addition to the possibility of rerolling affixes, players may also choose which stats they want to keep on an item after it is upgraded. The range of stats is determined by the item's level. However each item will contain at least one stat in that range unless they are a unique item level upgrade, or a God Roll from a raid boss.
Another thing that can be modified by adding the option to upgrade the equipment without rolling the affixes or choosing which stats to boost. Like base equipment, it must be done per item and the item comparison interface would not display all the possible stats at once.
Item Luck
The Luck stat of a player can increase the probability of obtaining items as well as the properties spawned by loot and the strength of these properties. It does not, however directly impact damage or the ability to upgrade items. It provides players with an opportunity to get better gear earlier in the game. This is particularly useful for early game runs, because players tend to put defenses and weapon scaling over raw damage gains.
Luck can also increase the chance of upgrading items at the Blacksmith. This is not to be confused with the Blacksmith's overall upgrade chance which increases with each level and can be further increased by using an anti-material, such as a Scroll of Strength or a Jewel of Blessing.
Weapons, shields, and armor can spawn or be crafted using the Luck property, which has the default value of 40. These items can be augmented with golden ingots or spined leather (depending on the type of material) for a further +40 luck or to increase the Luck of an item up to 140.
Certain items, like the weapon that is infused with hollow, can also be equipped to increase the damage of any ability that is able to deal damage by 5%. These items can be purchased in the shop or created using the right ingredients.
Item Failure
Not all upgrades are successful. However, there are cash shop items that allow players to increase their chances of success or even prevent them from losing an item in the event that the upgrade is unsuccessful.
When you upgrade an item, the rate of success is displayed in the Honing UI. The percentage is the chances of successfully upgrading the item and can be enhanced by adding Additional Materials or Special Materials. The probability of success can only be increased by so much, and the chance that an upgrade will fail can't be greater than 100%..
The performance of an can be affected by the luck of the item upgrader mod. Every item upgrader kit has a success rate of 25 percent, and every item with Luck increases this chance by 5%.
The upgrade overlays of the item are displayed above items in the inventory. This could block enchantment effects as well as other effects. If you wish to disable the upgrade overlays, the config option decoration.renderUpgradeOverlays can be set to False in the Item Upgrader CORE client config.
