Certain items come with inherent boo that is less effective when upgraded, for example the Goldwrap which provides more slots for potion. These are often upp'd to add value to the perfect or nearly perfect item.
Costs
Upgrades come with certain costs associated with them. The first is the cost for the upgrade. It can be costly and is contingent on the new value of the item and the number of perks it gets. Upgrades to a higher level (such as Explorer to Champion or Veteran to Heroic) are costly.
The second is the cost of the materials required to upgrade. The items used are usually either Power Dices (dropped by monsters 21+) or Minerals and Erons (obtainable by completing specific Mists of Pandaria or Warlords of Draenor quests). The amount of these items required is available in the inventory of an upgrade vendor.
It takes time to upgrade an item. It can take up to 8 hours, depending on the size of the upgrade. The base stats of the upgraded item are calculated based on the new ilvl as well as other characteristics. This calculation determines the new Armor Class bonuses, damage dice, and other important stats. In some cases upgrades can provide additional perks. These perks are listed in a list.
