South Korea's democracy is prone to populist tendencies. It's still better than expected.

The country is in search of an innovative development paradigm. The Confucian culture, which stresses respect for ancestors and as and gender-specific family relationships, continues to be influential in the society. However, there are signs that a secular culture is emerging.

Origins

In prehistoric times the ancestors of the modern Koreans were capable of survival through hunting and gathering wild food. Of them, Baekje was the most powerful but its dynasty dissolved with the fall of Goguryeo in 676 CE leaving Baekje with its southern territories of Manchuria and the western region around the Hwanghae Bay, while eastern Buyeo and the Gaya confederacy flourished for a short time.

The Unified Silla Kingdom then emerged and the three kingdoms started to collaborate to expand their territories. In the final phase, Silla, with significant Chinese assistance, defeated all other states and unified the peninsula in 935 CE.

As Korea enters a post-crisis phase its development model appears to be in flux. People who are shocked by the cost of the old systems are in favor of a comprehensive plan for liberalization of capital, labor and markets for products. On the other hand, supporters of the old system attempt to preserve it through nationalist sentiments and by inflating fears about potential job losses.

The academic and policy analysts remain sharply divided on the extent to these two developments are driving Koreas development towards a new model of economic governance. This article examines the latest developments by analyzing five phases of the country's political evolution that include the illiberal democratic period (1945-60), democratic authoritarianism (1961-72) authoritarian exceptionalism (1972-87), democratic paternalism (1987-2001) and participatory democracy (2002 to the present). This article also identifies key factors that appear to be driving these developments.

Creationism in Korea

In South Korea, 26% of the population is Christian. Creationists have made significant progress in promoting their beliefs to this group. A 2009 survey revealed that nearly one third of respondents do not believe in evolution. Of those who voted, 41% said that there wasn't enough scientific evidence to support evolution 39% claimed that the theory contradicted their religion and 17% claimed it was difficult to comprehend. This level of doubt is similar to that of the United States where a similar number do not believe that humans evolved from less advanced forms of life.

In the past, the anti-evolution movement in Korea was focused on educating students and the introduction of Christ to them. In 1980, a four-day creation science seminar was held in Seoul during the World Evangelization Crusade. Drs. Henry Morris and Duane Giss of ICR were the keynote speakers. The event's success led to the creation of the Korea Association of Creation Research on January 31st, 1980. The event was extensively covered in national newspapers including The Korea Times, Chosun Ilbo and The Korea Times.

It also translated slides and film strips from ICR as well as a few books on creationism which were already published outside of Korea. One instance of one KACR success story occurred at the KAIST university in Seoul. Students at KAIST in Seoul were keen on the concept of creationism that they raised money and secured funding to construct a small museum dedicated to creation on campus.

In addition to its public activities, KACR publishes a bimonthly news magazine called CREATION that covers topics related to creation science. It also sponsored a series of lectures by ICR staff. It also has an organization of local branch offices that give talks and seminars to children and other community groups.

The evolution of South Korea

In the late 19th century and into the early 20th, Korea moved toward a Westernised lifestyle. The traditional Korean dress, the hanbok, was replaced by miniskirts and other fashion elements from abroad. The traditional Korean music was also replaced by rock and roll and jazz. In this period, the famous samulnori, or masked dance-dramas, became loved by the public. These dramatic pieces were performed to the accompaniment of shaman drummers and other musical instruments.

The economic crisis has shaped Korea's new development paradigm. The primary challenge facing the new regime lies in the proper balance between state-led economic policies and market-based ones. It also requires a change in the incentives, monitoring, and disciplining schemes that have created the system before the crisis. These issues are addressed in Chapters 3 & 4.

Founded by Onjo, prince of Goguryeo and the third son of Jumong, Baekje was established jointly by people living along the Hangang River, those from Buyeo and other areas, and migrants from northern China. Baekje, a major regional power in the early 4th Century extended its territory to Mahan in north and Jeollanam-do south. This meant that it was constantly in conflict with Goguryeo and the Chinese commanders at the border.

The decline of Silla between the 8th and 9th centuries resulted in the development of powerful local factions. Gungye an eminent noble from Later Baekje, established a kingdom with Songak as its capital and was in control of a portion of present-day Jeolla and Chungcheong provinces. Later, he relocated the capital to Wansanju. He became an adversary to Goguryeo.

His rule was however only for a short time. After Gungye was defeated by a powerful local leader, Wang Geon, who united Goryeo with Baekje and Silla in 935. Later, Baekje was peacefully integrated into Goryeo as a successor state. Additionally, Wang Geon introduced fundamental reforms and strengthened a centralized ruling system. This was the end of the Three Kingdoms Period. The Korean peninsula was then controlled by the Goryeo Dynasty. In the Three Kingdoms period, Goguryeo, Baekje and Silla gradually grew to become powerful states in Manchuria and on the peninsula.
