The Item Upgrader in World of Warcraft
The War Within introduced two gear upgrade currencies: Valorstones and Harbinger Crests. These currencies can be exchanged at the NPCs who upgrade items, Cuzolth and Vaskarn.
Each item can be upgraded to the highest level for a particular slot at a time. Upgrades to the slot are less expensive afterward. The pity system, introduced with The War Within, also lowers the extreme upgrade variance.
Upgrades

Another drawback is that upgrades are expensive. Each step in a gear's stage of improvement costs a specific amount of Valorstones or crests based on the slot and the item level. Weapons generally require more crests and Valorstones to upgrade than bracers or gloves for instance. Cash shop items can lower the cost.

It is recommended to upgrade your BiS (Best item upgrader in Slot) before moving to non-BiS items. This will ensure that the player has an established base to build upon for leveling up, and will be able to focus on boosting their tiers and gaining extra stats.
